The Kuala Lumpur (KL) Conference on “The Rohingya Crisis – Regional Actions and Global Advocacy” has called for urgent international action to ensure the protection, citizenship restoration, and justice for the Rohingya people.
The conference resolution highlights the ongoing persecution and genocide against the Rohingya and urges Myanmar, the Arakan Army, and other armed groups to immediately cease violence, oppression, and demographic manipulation against the community.
It also calls for a stronger and unified stance from ASEAN and the UN to hold Myanmar accountable and put an end to atrocities against civilians.
Key Recommendations from the Resolution
1. Protection of Rohingya Rights & Prevention of Atrocities
- Immediate and effective measures by the international community to prevent genocide, forced displacement, and systematic persecution.
- Restoration of full citizenship and equal rights for the Rohingya in Myanmar.
- Continued support for IIMM, ICC, and ICJ cases to ensure justice and accountability.
2. Humanitarian Assistance & Refugee Support
- Stronger humanitarian aid efforts for Rohingya refugees in Bangladesh, Malaysia, and other host countries.
- Opening a humanitarian corridor in Arakan to support displaced Rohingya and Rakhine civilians affected by conflict.
- Ensuring fair and corruption-free distribution of aid in Rakhine State.
3. Education & Economic Empowerment
- Expanding formal and vocational education for Rohingya youth.
- Advocating for economic inclusion and legal work opportunities in host countries.
- Developing self-sufficiency and entrepreneurship initiatives for Rohingya refugees.
4. Diplomatic & Political Solutions
- A new diplomatic framework led by Malaysia to address the crisis effectively.
- Strengthening ASEAN’s role in pressuring Myanmar for citizenship restoration and protection of Rohingya rights.
- Ensuring Rohingya representation in Myanmar’s political landscape and regional governance structures.
5. Legal Framework & International Accountability
- Universal jurisdiction for prosecuting crimes against the Rohingya, including genocide and crimes against humanity.
- ASEAN-led legal protections for stateless Rohingya refugees.
- Justice pathways for Rohingya women survivors of sexual violence and human trafficking.
6. Strengthening ARNA as the Representative Rohingya Body
- Recognition of the Arakan Rohingya National Alliance (ARNA) as the legitimate representative body of the Rohingya people.
- ARNA’s inclusion in all diplomatic, humanitarian, and policy discussions concerning Rohingya affairs.
ARNA President Nurul Islam’s Statement
Nurul Islam, President of the Arakan Rohingya National Alliance (ARNA), emphasized the significance of the resolution, stating-
“The KL Conference has reaffirmed the world’s commitment to justice for the Rohingya. However, resolutions alone are not enough. We need urgent action to ensure Myanmar is held accountable and that the Rohingya people can return home with dignity, citizenship, and safety.”
Urgent Call to Action
The resolution concludes with a global call for coordinated and sustained efforts to resolve the Rohingya crisis. It warns that failure to act will deepen the suffering of the Rohingya people and prolong their displacement.
