Ethnic Rakhine and Mro Cross Border into Bangladesh Amid Escalating Conflict

Amid escalating conflict in northern Rakhine State, approximately 30 individuals from the ethnic Rakhine and Mro communities recently crossed into Bangladesh. The crossing occurred between the 36th and 37th pillars. Initially repelled by the Border Guard Bangladesh (BGB), these individuals managed to re-enter Bangladesh through alternative routes, avoiding further detection.

Background and context: The conflict in Rakhine State has intensified in recent months, with significant fighting between the Myanmar military and the Arakan Army (AA). The AA, an insurgent group seeking greater autonomy for the Rakhine Buddhist minority, has made significant territorial gains, particularly since the breakdown of a ceasefire with Myanmar’s military junta in November 2021. The AA’s recent capture of the town of Buthidaung has resulted in widespread displacement and destruction.

Displacement and crossings: The influx of ethnic Rakhine and Mro people into Bangladesh highlights the dire situation in Rakhine State. Many of these individuals possess nationality cards from both Bangladesh and Myanmar, with some benefiting from Myanmar’s informal resettlement schemes aimed at settling hill tract communities on Rohingya lands. These schemes have been controversial, contributing to ongoing ethnic tensions in the region.

Responses and Implications: Bangladesh, already hosting approximately one million Rohingya refugees, faces significant challenges in managing new arrivals. Bangladeshi authorities have expressed reluctance to accept additional refugees, citing the strain on resources and infrastructure. However, the persistent violence and lack of safe havens in Rakhine State have forced many to seek refuge across the border. Reports suggest that the BGB has turned back some individuals who attempted to cross unofficially.

Humanitarian Concerns: The United Nations and various human rights organizations have voiced concerns about the deteriorating humanitarian situation in Rakhine State. The conflict has resulted in severe food shortages and restricted access to essential services for the affected populations. International agencies have been urged to provide support to those impacted by the violence to prevent further displacement into Bangladesh.
