Cox’s Bazar — October 23, 2026. Khin Maung took over presidential responsibilities from Jahangir Alam at a ceremony marking the United Council of Rohingya’s first anniversary in Camp 13 on October 23, according to information provided by the organisation.
UCR said the programme began at around 9 a.m. at Thankhali Football Field. Participants included representatives of community-based organisations, youth groups, students, religious leaders, camp community leaders and members of the council’s Executive Committee.
The organisation said at least 1,000 people had been invited. An attendance figure was not available.
The handover follows UCR’s rotational leadership system, under which five panel members each serve a six-month presidential term. Jahangir Alam assumed responsibility on April 23, following Sayed Ullah’s term.

Incoming Leader Calls for Wider Participation
In remarks shared by UCR, Khin Maung thanked members and community residents for their support and said he would listen to different views and suggestions.
“I will do my best to ensure that UCR belongs to everyone and serves everyone,” he said.
He called for cooperation among members and greater community participation in the organisation’s work.
UCR said the ceremony also provided an opportunity to review its activities and discuss priorities for the next six months.
Transparency and Youth Involvement Among Stated Priorities
The council identified improving transparency, expanding the participation of young people and students, and strengthening cooperation among community-based organisations as priorities for the coming term.
It also encouraged community members with relevant skills and experience to contribute to its work.
The information provided did not specify how these commitments would be implemented or how members would assess progress during the new leadership term.
