Maungdaw, Arakan, September 6, 2025, Twelve Rohingya fishermen from Mingalar Gyi village in Maungdaw Township were tortured by Arakan Army (AA) Coast Guard forces after going fishing in the Nat River with official permission. Two of the men remain in critical condition at the hospital, according to local residents.

Fishing with Permission Papers
The incident took place on August 28, when the fishermen set out in four boats after securing permission from the AA’s Chaung Wa camp. Villagers said the men carried documents stamped with their photos and had already paid taxes to the AA. They also showed their permission at both the Mingalar Gyi market camp and the Chaung Wa camp before entering the river.

Torture After Return
Despite having approval, AA Coast Guard troops later summoned the fishermen back and subjected them to severe abuse. Witnesses reported that the men were beaten with sticks, punched, and struck with rifle butts.
“Some men had their lips split, some lost teeth, and two were badly injured,” one villager said. “They were taken to the hospital in critical condition, and their lives are still in danger.”

Community Intimidation
Residents of Mingalar Gyi said newly deployed AA troops at the Chaung Wa camp are using weapons to intimidate and abuse Rohingya civilians. Locals described the behavior of the troops as lawless, accusing them of acting like rulers over the community.

Escalating Fear
The attack has deepened fear among Rohingya fishermen, who already face restrictions, taxes, and harassment under AA control. Families warn that such incidents make survival even harder for communities dependent on fishing as their primary livelihood.
